Contract 20 - Second tier supplier contract where the hirer is not a public authority

You can use this contract when acting in a Vendor - second tier supplier arrangement where the end client is not a public authority and your workers are subject to PAYE Tax and NICs deductions.
It can be used with either a master vendor arrangement (i.e. the Vendor is the preferred supplier of staff to the Hirer) or a neutral vendor arrangement (i.e. the Vendor provides no staff directly but simply manages the supplies of staff from secondary agencies on behalf of the Hirer).

Please note:  this contract has not yet been updated to reflect the new off-payroll rules so you will not be able to use this contract if you are supplying limited company contractors and the off-payroll rules applies or your client is exempt from the rules.

This contract can be used with the following REC documents:

• Contract 19 - Master/neutral vendor contract with a hirer which is not a public authority for the provision of recruitment services
• The relevant REC Model Contracts and Additional Documents depending on the type of worker supplied.
